Death (But Not Taxes)



The richest Americans have found ways to avoid half of Benjamin Franklin's aphorism.  Over the last 70 years, the rich have paid a declining share of their income in taxes, to the point where they pay a smaller share than the rest of Americans.  How did this happen?  Why?  And what have been its effects--economically, socially, and politically?
